Does a residual current device (RCD) protect without an earth connection?
Yes, a residual current device (RCD) provides protection even with ungrounded outlets. In the event of fault currents between the neutral and live wires, the RCD will disconnect the current.

Should I replace the electrical panel?
If you currently have an electrical panel with fuses, it may not be necessary to replace the panel in some cases.
Replacing the electrical panel is generally recommended during a full electrical renovation, which includes re-wiring your property and replacing all devices such as switches and outlets.
Installing a residual current device (RCD) on an old panel might seem appealing as it is cheaper initially, but it incurs additional costs when you eventually need to upgrade to a new panel with circuit breakers. This will require removing the old work and starting over.
RCDs are required in some cases.
What am I allowed to do myself?
There are certain things you are allowed to install yourself without a license, provided you have sufficient knowledge.
